In 1960, concerns were raised by the international community about the slow pace of decolonisation and the capacity of Territories to achieve self‐determination. In response to the lack of adherence to United Nations Charter principles, the United Nations General Assembly passed a resolution – The Declaration on the Granting of Independence to Colonial Countries and Peoples. The declaration recognized the need to end colonialism in all manifestations and sought to affirm the dignity of the person and the need to promote social progress and better standards of life. Since that period, however, many Indigenous populations have endured much social and economic hardship throughout the globe.

Topic 2: The question of Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories.

Since the mid‐20th century, the ongoing tension between Israel, Palestine and other Middle Eastern countries has been among the most contentious and significant issues in the Middle East and the world at large. It is a major concern of the international community. The conflict between Palestinians and Israelis has a complicated history. The purpose of this session of the Special Committee is not to reanalyse the past, but to consider the current human rights situation of Palestinians and other Arabs in the occupied territories.

The 4th General Assembly of the United Nations is the Special Political and Decolonization Committee. Whilst the Security Council will address issues of security, such as state aggression, there are other security and political-related matters which will fall into the sphere of the 4th GA. The 4th GA is active in areas such as peace-keeping, the status of refugees, and helping the peoples of non-self governing territories.
